Coolant hose question

Hi, I'm doing an oil cooler repair and am also replacing the coolant outlet hose on the back of the unit, that goes to one of the aluminum lines on top of the engine. I have a Genuine Mopar hose.

2 questions:

How do you get the guards/tabs off of the hose clamps?

Are the clamps supposed to be "glued" or otherwise stuck to the hose? Opposite the guards, on the bottom side of the clamp, both ends of the hose are clearly attached to the clamp with what looks like glue. So even when I get the guards off the clamps, it appears they will not be able to slide over the hose after its put on the port, and will rip the rubber.

This is my 1st time doing a new hose and it seems weird.

From the looks, the tabs may fold over to create tension, or get removed to allow the clamp to tension. The glue may be to keep the clamp in a proper orientation so the tab can be removed. I am basing this off of the yellow tab, as I can see it better. Blue tab may get slid off sideways That is just from looking at it though. I have never done one of those.
