Did you test the starter before you changed it out? Just use jumper cables and see if it turns. Do the same for the new one....just hot wire to the starter. Seems as if it's a ground, which is really true for all Jeeps, especially if you play in the mud....age and fun corrode all connections...

I'm not seeing a couple of troubleshooting steps here you may want to try. Do you have a volt-ohmmeter (VOM)? Use it. If voltage is getting to the lights it's a ground. If it's not, its a voltage thingy. Another way to do this is run a plain old wire to a good known ground, and, from there, go...
