What is the IOD fuse

When I turn it over there is no spark to the spark plugs.Dash lights stays on when I turn it over by jumping it and the fuel pump does not pump fuel

Yes I try to starting in neutral and 4 low still nothing

Just put a brand new starter on it the starter will start when I jump it to a hot wire and turn over
